What qualifies as a "city" .... Mayberry didn't make the "cut"

Any safe city list that has 'Nawlins near the top is suspect imo.... at 12 noon, or at 12 midnight ... it matters.
Lots of places are safe during the day ... and your life is at risk after dark if you are clueless and in the wrong place.
