In this case, and another one a few weeks back involving a cop, the dogs that were shot were not attacking ... just barking. Instead of "backing off", and out of the dog owner's yard, they shot and killed the owner's pet.... by choice imo.
Any dog worth anything is gonna be a dog and bark at a stranger who enters their yard .... my Lab would too. An "attack" is a different matter entirely .... but it is truly a case-by-case basis.
