Those are two different things. And capturing water is very expensive.
We need our money for the high speed train.
CA does have berms placed near floodplains that are not inhabited for the purpose of intentional flooding and subsequent percolation. It just isn't news. News is 90% negative. You will never hear about those facilities until a berm breaks.
