944's use brake fluid instead of power steering fluid for steering.
Mine whined for years, until someone let me in on the little secret.
I now have about 7 million spare power steering pumps in my garage if you need one
Probably not the cause, but rule out wrong fluid, since 'warmer' fluid seems to fix it.
