Location holding the tournament can be problematic for under age players. She's probably not allowed in events hosted by a Casino. Many of the tournaments held in Europe are in private clubs set up for cue sports where minors can compete.

Within the first minute just prior to the two players shooting for break the announcer said Harrah's casino, Atlantic City, NJ. The opening billboard also showed Harrah's resort.
