losen the 10mm wrench bolts on the body latch,after use 27mm wrench or pliers and losen the male portion on the hood.On bottom you see a slot for a screwdriver,it is possible that yours is too much in ...unscrew it a little and test it, but before with those bolts lose align the hood but not close it all the way.This way you can be sure you are in the middle of the bottom latch open it and tighten the bolts on the latch..Also make sure all is lubricated.....
one more thing..those rubber stops there have to be adjusted so you have some back pressure .....
