Am I missing something and has anyone else experienced the sheer stupidity of this level?

1 OK, if your DL shows as expired, then I'm not surprised that you can't use that.
2 I would think that you absolutely should be able to use a state issued IP and especially a US federal passport. Not letting you use those seems insane.
3 Having the old ID and paperwork for the new ID also seems like it should be adequate.
