There must be some sort of check valve between the pump piston and raising piston.
Also, it sounds like you might have an air pocket. Maybe filling in a different orientation will eliminate that. I've rebuilt my Craftsman jack about 3 times. The last time I did it myself after getting a seal kit. It think I got the parts from here
