Those orange dots represent the locations of cones out on the track (as do the yellow and green cones, turn in and apex respectively). Most clubs do not use those cones, but Don Kitch's Proformance Racing School does (featured in
The Art of Racing in the Rain). They are not there to slow anyone down. Quite the contrary - they are there to
speed up the students. Going through those "gates" puts one on what we call the "school line", which is one of the fastest lines around Pacific. Coincidentally, one of the safest as well.
Oh, and Pacific is run counter-clockwise because to run it clockwise would be exceedingly dangerous. It's surrounded by trees. Going off if running clockwise in a few corners would almost certainly kill someone.
