if you do get a blemish in your last coat of base you can bid it out and just do a spot in that area with more base and blend the base out.

I know your question is about base but if you're planning on doing an extra coat of clear or two you will need to let it flash off longer than you may think between coats. this is to eliminate solvent popping or worse the clear delaminating a year or more down the road.
normally between coats you would touch the masking tape in a few areas to see how wet the clear is. normally when you touch the masking tape you want to leave a finger print in the wet clear on the taped area and have no clear coming off on your finger.
if your going to do 3 or 4 coats of clear you do the same finger test but you want to be able to press firmly on the tape to leave a finger print and not a light touch.
nothing is worse than finishing a job and it looks fantastic to come in the next day to see solvent popping.
