It started as a movie about the founding of the FBI. The plot developed and the it became a movie about the systematic killing of the Native Americans for their oil money. During that era, the Osage Indians were some of the richest individuals in the world. They were getting the equivalent of 400K per person per year for the oil royalties.
Of course the white man set up rules that called most of the natives incompetent and they were appointed a guardian. The "guardians" were as crooked as you can imagine, and often skimmed most of the money, and even outright killed the person they were supposed to help.
It was all filmed in Oklahoma and lots of residents in the area were used as extras, and many in real speaking parts. Even real home movies were incorporated in the film.
