For tank washing I have had good luck with Oil Eater used in a Harbor Freight washer. I used their dilution ratio of 4 parts water to 1 part Oil Eater.

The exception is magnesium long term. It ate up a set of magnesium rocker arm bridges I left in the tank for several days and regretted it.

For spray and scrub, consider Simple Green - Extreme Aircraft. It seems safe for almost anything. We used it liberally on magnesium transaxle housing.
