November in Moab is a crap shoot. 80% chance of clear, 20% a bunch of snow. There have been some years where it all gets boxed in and trails closed by snow. Usually though it's dry and sunny. Or, it may appear gray in town due to the Colorado River inversion but will be sunny up on Island in the sky (2,000 feet higher).
I'm not really a tour guide, but Moab is a place where you make your own fun. And Moab is considered a base camp, with a radius of a couple hundred miles. General exploring of Arches, Canyonlands, Dead Horse Point, side trip to Goblin Valley, just general driving around, hiking, rock climbing, mountain biking, Jeeping, ATV's, river rafting, etc. But all things you do on your own, or pay people to show you. lots of tour guides in town. Locals seem to be broken down into these various activities too, each with their own factions.
I doubt any trail closures will affect anywhere you go, since there's plenty to see on the main trails, especially if you haven't been here before.
Best hotels: You have the Hoodoo downtown, Best Western downtown. There's so many now that I don't pay attention. Just do an internet search on Moab Hotels. I'd be curious what winter rates are like these days. Off season used to be October through early March but that's no longer true. I would also prefer to stay in town where you can walk everywhere at night though.
I have no idea which restaurants will be open then. Something will be though.
Actually if you're just doing a road trip, you might stop through Yellowstone anyway on the way down.
