No, it is not fair for the rest of the country to pay for people to live next to rivers that will flood over and over. People like to live next to rivers, and expect a flood ever 20 or 30 years. Hurricanes wipe out entire cities and it takes many years to rebuild, just in time for the next one.
Tornadoes hit a very tiny area, but they can obliterate that little area. Just a few blocks away is normal civilization, unlike in hurricanes or floods.
The biggest thing I want to change in uninsured motorists. I pay a lot more for lots of bad drivers to drive with no insurance at all. Those are the ones that need to pay.
