Bill, I've welded galvanized steel tube with it ground off but still felt sick and lightheaded after a day of welding. If you are doing a one time small weld you should be fine. But I welded all day long and will never do that again.
For chrome, you would want to just dress it with a scotch brite pad and let the chrome shop work on it. They will strip any existing chrome, use silver solder to fill pitting and then sand smooth and copper nickel chrome.
