It's rare but I've known only a few women that make up seems to make little difference. That's a form of beauty unto itself. In fact, if they put on bright lipstick they look odd.
Here is a young Brooke Shields with very little makeup, mostly eye lash mascara. Seems to be w/o eyeliner or shadow. Not saying the pic wasn't touched up. I wouldn't know about that.
