There are several options for powered acoustic emitters that effectively discourage squirrels, chipmunks and mice, but those require running an extension cord to and into the car if it is parked outside and covered.
I have always found good old-fashioned moth balls work well. Yes, it takes awhile to air out the car come spring, but it's a small price to pay.
Of course best is to use a garage because that's what it is there for.
