Yep. When I lived near Atlanta there was an ex-cop from NYC who had three big rottweilers, and the air that he had them to appear tough. He didn't do a great job of keeping them in and one of them went after my golden retriever once. My little guy was a pushover and ran so I had to get in this dog's face and get big to make him stand down. My parents talked to the owner who made motions that he'd keep the dog inside.
One of those dogs mauled a neighborhood kid a few years after I moved. Happened in the yard of a neighbor who ran out and saved the kid--thankfully most of the damage was limited to the kid's backpack. Dog had to be put down, but not sure what happened to the owner.
Long story short, **** that guy and any other owner who buys a dog to look tough.
