State and local government employees who are covered under a public retirement plan do not need to pay twice by paying into Social Security. So for over 30 years I didn't pay into SS. and I don't have the minimum 40 credits to receive any SS benefits.
The good thing is you'll be able to get both your Pension and your SS benefits.
