This is a small dribble of dirty water happening frequently in a small quantity and drying up. Given the flue nearby, assuming it carries smoke then I'd say that's creosote leaking out.

If not, then I'd say it's condensation forming in the cavity above possibly related to the flue, and washing water soluble material down the back of the pitched wood, which is entering. Definitely needs fixing else it'll rot the wood from the back out of sight.

The flue is for a propane fireplace that is rarely used….hasn’t been on in several weeks.
