I spent a couple hours Googling this. (It was kinda fun.) As you'd expect the answer varies by make/model.
Typically, CA spec engines had leaner carb jetting characteristics, distributors with an altered advance curve (less advance at lower rpms), and initial timing closer to TDC.
At times additional components were needed to meet CA standards. For example, 75-79 California Corvettes required the addition of air injection pumps.
