You might test the finish with acetone to see if it is lacquer. My bet is no, Likely powdercoat.
Scuffing and some bonding primer like XIM is my go to before paint.
Anything smallish like a TB is gonna get spray canned by me. A spray can normally has a small cone pattern. There are those that have a spray fan pattern which is handy for larger surfaces.
I have seen single component epoxy in rattle cans. Today's paints are not your dad's paints. Paint has come a long way. IDK about hybrid enamels in SC's yet. But if so that's good paint too.
