I have permanent handicapped tags on my truck. If I can park within 100 ft of an entrance I'll park anywhere but distances of more than 100 ft are difficult for me and I must use my cane so I use the blue slot.
When the weather is bad / snowy / icy I use the blue slot but I never under any circumstance take the last available slot.
People do it because they suck and there is generally no consequence for doing so.
