You need a roll of those stickers that are used when someone is going to get towed. You put the sticker on and due to the adhesive and paper, it's a huge pain in the arse to get off. Because vandalism (tires, paint, etc...) is never really justified, but there are times when folks need to feel some pain for being an arsehole.
