Because it has been a selfishness free-for-all out there. Increasingly. Some of our "leaders" have championed the freedom-thing to the extent that you can do anything you darned well please regardless of decency or even law.

One pelicanhead reported having done this. Fit young lady with a handicap placard parks in a handicap spot and joins some friends at a restaurant for lunch. Pelicanhead proceeds to step up to the table and give the "how dare you" speech. Then learns that Fit Young Lady has four months to live.
You don't know what's going on inside someone else. You should know that their life is likely, or at least certainly can be, more difficult to handle than they show on the outside. Sometimes tragic. Judging is something we were specifically told not to do.
Before you criticize someone, you should walk a mile in their shoes. Do you know why? Well, because then when judge them, they are a mile away.
Plus, you have their shoes.
