They stop, Steve... every time, because an investigation has to take place before they move on... it's just that in a video that ends abruptly like that you never see it stop.
It can take a typical freight moving at 35-60 MPH up to a mile to come to a complete stop. Can you imagine the tonnage that has to be brought down to a stop if a freight has 50+ fully loaded cars in tow?
