It's the way they build swivel heads. Widen the slit to insert the head, then tighten with a screw between the slit halves. Owner can adjust tension with the screw depending on how stiff or freely he wants the head to swivel. I left mine at the factory setting...(edit) easier to see the screw in the pic in my first link...located in the broad section of the handle, below the head.
