Not quite. The CA Coastal Commision (I'd love to insert a PARF comment here) has jurisdiction from anywhere from 1000 yards to 5 miles inland for
any improvements. Then there's the local jurisdiction.
One way to declare construction of a new home a remodel is to leave one wall standing and use a large percentage of the original foundation footprint. I have often seen the fireplace wall the one that is left. That's funny because new wood burning fireplaces are not allowed in many areas. So one wall gets to be grandfathered while a mcmansion is built.
