the newspaper I used to work for offered us a "casual day" on Fridays. However, you had to wear a Tribune golf shirt, casual slacks and no running shoes. My statement about it was that that wasn't casual Friday, that was uniform Friday. They nicely said I didn't have to participate. So for the next year until I retired on "casual Friday" I wore a black suit, black shirt and tie and a pair of red boots. It actually started to catch on before I left.
