I believe every county in the continental US has had at least one tornado. Certainly every state has had a few. Tornado alley has more than most other areas do to the Rockies on the west, and the Gulf stream to the south. F5s are pretty rare fortunately. There was one large tornado that just went across a pasture so there was nothing much to damage, so it was rated a F0. If it hit a populated area is would have been a F3. The rating is rated by the damage done. It is rated after the damage is done.
