This entire episode is strange at best. I'm not defending Penske in any way, but if you're going to cheat, why would you do it with push-to-pass - a system that is easily detectable and maybe even visible to the casual observer from the in-car camera?? It makes no sense whatsoever to do it. There are plenty of other ways to cheat that would be very difficult to detect and if anyone has the resources to do sophisticated cheating, it's Penske.
