fiberglass the brackets to the bumper
First fit the bumper to the car
you can utilize spring type clamps to hold the bumpers in place
fit everything and get correct gaps with rubber trim before trying to attach the brackets
you can also bolt the top of the bumper to the inner lip of the fenders and quarter panels
