It's hard to tell from your photo, but that doesn't look like any tick that I've ever seen. The legs look more insect-like than tick like to me. And I've never seen one with the "accordion" looking abdomen. Roaches (and presumably other insects) have abdomen like that, but I've never seen a tick like that.
