Someone explained that the citizens wanted Belle Isle for use as it was intended. In the case of Long Beach construction starts about 3 months before the race. They start with the stands and the K rails where it doesn't affect traffic and businesses located near the track. They string out the fencing and leave openings until Thursday before the race. Our track stays closed for 3 days so streets are not navigable. A lot of it is on a parking lot including all the paddock, so they build all that early too. Bridges are built at night. Some of the streets aren't really necessary for people to get around. But once the track is finished, if you are at the Hyatt, you can walk there and walk out. Roads are closed.
I assume the same construction occurred at Belle Isle restricting the park a lot. The people of Detroit apparently got tired of it.
