Hopefully, this, "The incident is now being investigated as a homicide, LAPD said, but it is unclear if the original robbery victim was in custody" is just a technicality that goes no where. Fortunately, the victim is still alive. Chasing (on foot or in a car that's not armored) a group of armed people is a bit foolish if you aren't armed.
