No... I think the contact blocking is more of a phone calls/texts thing than a email thing.
I don't think the iPhone mail client can mark as junk/etc (training a Bayesean filter like Thunderbird can).
You might be able to do something in the Yahoo webmail interface to auto filter messages from that address, and auto-delete them.
