I don't think you can just swap bulbs to go from halogen to HID. HID requires a ballast, and I think takes housings that were designed for it (so you don't blind folks).

So I believe it's possible to retrofit HID to some/many/most vehicles (whether using aftermarket or OEM new or used if available) but it's not just a bulb swap.
