83 SC - brake pedal position vs clutch pedal

QUESTION: in stock form, what should be the natural position of the brake pedal relative to clutch pedal for 83 SC?

I removed and replaced my MC and drained/cleaned/dried the brake booster. Just reinstalled everything and reconnected the brake pedal to the MC/BB and refilled the fluid reservoir.

After the pedal and linkage was reconnected, the brake pedal was ~ 1.5 inch higher than the clutch pedal.

I pressed the brake pedal a few times, slowly all the way down. At first the pedal returned to its original position ~ 1.5 inch higher than clutch pedal. And, I would hear a click noise about halfway thru the pedal travel.

After ~ 3 times, the brake pedal did not retract all the way back. It is now level with the clutch pedal.

Is this normal? Or should the pedal retract further up?

NOTE: My brakes froze all 4 sides ~ 10 months ago, rotor temp reached close to 500F. Which is why I removed the MC and booster to inspect and replaced.
