Um, if you bypassed the switch, and it still didn't work, then it probably isn't the switch.
Something like this happened to me once, I had a weak ground going to the switch. The fans would only come on when the engine was off. The ground couldn't feed the load of the fans.
Look on the right side forward of the fender well. There is a huge clump of ground wires attached by a single bolt to the body next to the AC dryer. Clean and check all the wire connectors there.
