No joke. It's a random photo of a tow truck with a very short, stubby rear end. (very different from what's usually seen in the US.

It's supposed to be someone that's so clueless that they don't understand why the different letters of compass headings are when they show up on their rear view. But the car appears to be new, so it's not like it was posted by a clueless new owner.
