Do you torque a C/Stover or nylock nut?

I replaced the springs on my car trailer today and I had asked Trailex about the torque values. They said they were not torqued, because they were nylocks or C/stover nuts. They were to be run down firmly. The bolts and nuts are 9/16”.

Does that make sense?

There’s a metal washer between the spring eye and the flange, on both sides. It seems like if you went too tight, it would not allow the spring to rotate. Maybe using nylon washers would be better here?

Thoughts?
