Not exactly. It's probably designed for a particular vehicle to add a remote (more accessible than the battery) set of terminals that could be used to jump start the vehicle. I've had several vehicles that had a similar (though less clunky looking) pair of terminals somewhere in the engine bay.

Your battery tender lead is just for conveniently and quickly hooking up the tender and can't really be used for much of anything else. I suppose you could power an electric vest or something with it, if the vest didn't pull many amps.
