In an area prone to high winds I would secure everything behind well attached accessories, like your j channel. Having said that, is that the original siding I see exposed? If so, is it in good shape? If that is still providing your primary waterproofing, then what you put over the top should be able to breath well. The original siding should have a vapor barrier behind it and by introducing another one may be overkill.
