That does look like the chain cover is leaking. Was the goop added by the rebuilder or was that a desperate attempt to stop the leak after the build? I'd remove the sealer and and wipe the oil off....fire it up to verify the source......if it's the chain cover......not fun, but relatively easy deal to replace the gasket.
