Yes. We used those when I was young...but for drilling wood (note the chuck for a bit). We did not have power drill (rich folks?) ...and often had to drill where there was no electricity anyhow. One could get one of those going really fast with a little armstrong...but a sharp bit was really helpful.
Those are called a hand brace. We used an auger for big holes where a lot of torque was needed. I have a rather large one in my basement still...just because.
