No, I mean Idicated Air Speed, not True Air Speed...at those heights IAS is not high at all as air is very thin. You have to fly very fast indeed just to keep the plane from stalling. If you are in "coffin corner" and make a sharp turn you can have inner wing stalling and outer one not. It's more pronounced on U2's but SR-71's were quite demanding to fly at those heights as well according to Crickmore...
