Expulsion often takes some time to happen. I assume the University has some official process and documentation that has to occur and be completed before they can expel someone to protect themselves from being sued later.
I know someone that got drunk and punched a coworker while traveling for work. It took the company nearly 2 months to make "you're fired" official. In the mean time it was "don't come into the office."
