In a way, yes. You can't really touch up powdercoat, that's mainly the reason why I've just used rustoleum on chassis or suspension parts. Sometimes I'll just degrease and wire brush the loose stuff and spray/ brush rustoleum right over whatever is left. I think the paint likes the coarse surface and adheres better.
