An explosives expert will have readily accessible UXO’s… very easy feat for that line of work ( they literally pile them up until it’s worthwhile to detonate them). Nitrate fertilizer is pretty much banned in the US now, but he could stock pile tannerite or cold packs. Very crude indeed.
