When I lived in Japan we used one like that except it had a D handle. But we only used it if there was ice that had to be chipped or were shoveling stuff deposited by a snow plow or maybe if the snow was REALLY wet and heavy.
What we used was more like this

These were also common but didn't work great in heavy, wet snow or really deep snow.
